I see thermal adhesive on three (I think) pairs of electrolytic capacitors. Is this recommended for keeping their capacitances fairly consistent with each other during operation?

I powered up my PSU to check voltages this evening, without A+, B+, or +/-15 hooked up to anything on the other boards. After a few seconds, I got a very audible high frequency whistle. I guess this was oscillation. Could this be because I did not have it connected to a load? The voltages themselves ...
